Why this piece exists

The case-studies surface ships with this single methodology piece because a real partner-school case study takes a full engagement cycle to write — and we will not publish fabricated, anonymised, or composite engagements as if they were real. That practice is unfortunately common in advisory marketing; we don't follow it.

This piece documents what a typical engagement looks like end-to-end, in the same case-study format we'll use for real engagements once those land. When the first real partner case publishes here, it will follow this template, with named (with consent) school, dated milestones, and signed-off outcomes.

VSVSV is independent and not affiliated with the NCC, DGNCC, Ministry of Defence, or any government body. Allotment decisions are made solely by the NCC. Any specific outcomes referenced in real case studies will be documented as the NCC determined them, not as we delivered them.

The engagement shape

A full-lifecycle engagement runs ~18–24 months from first call to a stable, audit-defensible NCC unit at the partner school. The phases:

Phase 0 — Discovery call (45 minutes, free)

A school principal or trustee reaches us via the contact form or directly at schools@ncc.training. We schedule a 45-minute call. We qualify against the ICP — student strength, principal-trustee alignment, ANO availability, financial posture — and we leave the call with an honest verdict on which allotment pathway fits.

If the fit is right, we send a written Feasibility Engagement proposal within 48 hours.

Phase 1 — Feasibility assessment (Weeks 0–3, ₹25K–₹50K + GST)

Three weeks of structured work. Deliverable: a 4–6 page memo signed off by our lead consultant that the school's management committee can take to a board meeting.

Contents:

• Eligibility scorecard against the three DGNCC preconditions.
• Pathway recommendation — Standard Waitlist, Self-Financing Scheme, or Expansion Sanction — with reasoning.
• Wing recommendation (Army / Naval / Air, Junior / Senior, Boys / Girls) given the Directorate's current vacancy posture.
• Indicative timeline for each pathway, with milestones.
• Cost model (for SFS schools): uniforms, equipment, contingencies, camps, transport, ANO honorarium.
• Go / no-go verdict.

This is the highest-leverage spend in the entire engagement. A school that completes Phase 1 and decides not to proceed has saved itself 18 months of wasted process work. A school that proceeds does so with a defensible budget and a clear path.

Phase 2 — Application package preparation (Weeks 4–14, ₹75K–₹1.5L + GST)

The full DGNCC-prescribed 8-copy application packet, plus 90 days of Battalion liaison.

Documents prepared:

• The 8-copy application form.
• Para 16 endorsement letter (drafted for principal / sponsor signature).
• Financial commitment letter (SFS / aided cases).
• Student-strength documentation.
• Ground-and-facilities verification dossier.
• Initial ANO candidate dossier.

Submission: physical delivery of the 8-copy packet to the parent Battalion CO. Then 90 days of structured follow-up at the cadence each forwarding stage requires (Battalion → Group HQ → Directorate, plus State Government commitment for aided schools).

We send the school written weekly status updates throughout this phase.

Phase 3 — ANO preparation (Weeks 16–38, ₹1L–₹2.5L + GST per candidate)

This phase starts in parallel with Phase 2's submission. The school nominates a teacher; we prepare them.

Pre-Board phase (8–12 weeks): NCC syllabus mastery, OLQ coaching, six mock interview cycles replicating the Battalion CO → Group Commander → Directorate panel sequence.

Selection Board: the three-tier panel makes the call. We don't influence it. Our candidates typically clear because they're prepared, not because they have a back-channel.

PRCN preparation (4–6 weeks before reporting): BPET conditioning, SHAPE-1 medical compliance check, weapon-handling theory, map reading, drill, kit verification.

PRCN itself: 3-month residential at OTA Kamptee, Gwalior, Kochi, or Tambaram depending on wing and gender. We don't accompany; we prepare. The OTA passes or RTUs the candidate on their own merits.

Post-commissioning: the school's ANO is at Lieutenant rank, commissioned, and ready to operationalise the unit.

Phase 4 — Unit raising & first-year operations (Months 13–24, ₹50K–₹1L + GST)

The unit exists on paper after Phase 2's allotment letter and Phase 3's commissioned ANO. This phase makes it real.

Done in this phase:

• Cadet selection process — advertisement, application form, screening, fitness check, merit list.
• Form I enrolment paperwork per cadet with parental consent for minors.
• Uniform and equipment procurement.
• Training calendar aligned with the parent Battalion's institutional schedule.
• CATC nomination strategy.
• Quarterly Battalion-CO meetings.
• Documentation systems for the 24-month audit window.

By the end of Phase 4, the school has a functioning NCC sub-unit with a uniformed cohort attending weekly parades.

Phase 5 — Audit defence (Year 2 onward, ₹50K–₹1L + GST / year, recurring)

The 2–3 year performance audit cycle starts the day the unit is sanctioned. Schools that lose a unit at audit return to the waitlist; the cost is multi-year.

Done in this phase:

• Quarterly health-checks against the audit parameters.
• Documentation audit.
• Pre-audit mock review in the 4–6 weeks before the Directorate's visit.
• Audit-day representation support.
• Post-audit remediation plan if conditional retention is issued.

This is the recurring revenue line and — arguably — the highest-leverage service we sell. A school that has cleared its first audit cycle has stabilised the unit; subsequent renewals are predictable.

What we don't do

This methodology piece exists in part to be explicit about what an engagement does not include:

• We do not host NCC officers or transact outside the published consultancy fee. Compliance posture is strict.
• We do not promise specific allotment timelines. The PIB has stated that "a specific time period cannot be fixed for a waitlisted institution to get NCC." Even SFS timelines (typically 6–12 months) are not contractually guaranteed.
• We do not promise specific allotment outcomes. Allotment is the NCC's decision, full stop.
• We do not influence Selection Boards or OTA examiners. Our candidates clear PRCN because they're prepared.
• We do not author case studies without partner-school written consent.

When the first real case study lands here

The first real partner-school case study will replace this methodology piece at the top of the list and will be written up against this same template — with named school (with written consent), dated milestones, the actual pathway taken, the ANO candidate's journey, the outcomes the NCC determined, and what we'd do differently.
